    Sean Stockard, CEcD
    President/CEO

    Sean has been in the economic development profession since 1993. Before being named the President/CEO of The Alliance in December, 2015, Sean served as President/CEO of the Taylor Economic Development Council; President/CEO of Business Development Corporation of Vernon, Texas and was with the Tri-City Development Council in his home state of Washington. 

    Sean is a graduate of Washington State University with a B.A. in English and Communications and has achieved the status as a Certified Economic Developer (CEcD) through the International Economic Development Council’s certification program.

    Gary Basinger, CEcD
    Vice-President, Commerce & Industry

    Gary began his career in Economic Development in 1992.  He has been at The Alliance since April 2008.  Early in his career Gary was a cotton farmer in the Lubbock area. Gary is a 1980 graduate of Texas A&M University with a B.S. in Agronomy and a 1991 graduate of Texas A&M University with a B.S. in Economics.

    Gary has been married to his wife Peggy for 35 years.  Peggy is a retired elementary school teacher.  They have three children, one son and two daughters.  Gary and Peggy have four grandchildren.

    Debbie Pennington
    Vice President, Operations

    Debbie has been with The Alliance since 1998.  She is the Brazoria County Day Event Coordinator, a member of The Dow Chemical Company CAP, Brazosport College Small Business Development Center Advisory Committee, Women’s Health Conference Advisory Committee, United Way of Brazoria County board, and Executive Board for Boy Scouts. 

    Debbie and her husband, Brett, have been married for 23 years.  Brett works for UTMB Health.  They have four sons and two grandchildren.  Debbie enjoys life outdoors.

     Administrative Assistant

    Gabe is a graduate of Columbia High School and attended college at Brazosport College. Before joining The Alliance team, Gabe worked at Sweeny Community Hospital and Columbia-Brazoria ISD. 

    Gabe is engaged and plans on marrying her fiancé, Jeremy, in November of 2017. In her spare time, Gabe enjoys watching     Netflix, eating ice cream and spending time with family.
